Is there a minimum size for this? For instance, if somebody wanted to make an ATC with a portion of the page that had the blackout poetry on it, would that be acceptable? Or, does it have to be a full book page sheet?

Bananers, there is no size restriction because book pages and magazines can come in a variety of sizes. It is a fun challenge to use the whole sheet, but if you want to only use part you are more than welcome! Everyone should be prepared to receive any size poem.
